Final Public Review Sought for Final Draft of Kirkpatrick Heights-Greenwood Master Plan

facilitator discusses micro scale exhibit of plan to group

Tulsa residents have one last opportunity to provide feedback on the Final Draft Plan of the Kirkpatrick Heights-Greenwood Master Plan.

Over the last 12 months, the City of Tulsa, PartnerTulsa and an 11-member Leadership Committee have been involved in a community-led planning process to create a vision and framework for the redevelopment of 56-acres of publicly owned land in the Kirkpatrick Heights and Greenwood areas of North Tulsa.

“Throughout this entire community-led process, we’ve heard from so many Tulsans who have shaped the vision and development concepts that you see reflected in the comprehensive master plan,” said Rodrigo Rojas, Mayor Bynum’s Deputy Chief of Staff. “As we enter the last leg of this planning process, I’m incredibly eager to see the final feedback that our community has for us before the plan is finalized.”

On June 28, more than 200 residents attended a community presentation of the initial Draft Master Plan.

Following the presentation, community members have had the opportunity to provide direct feedback on the plan narrative and draft development concepts.

The Final Draft Plan review represents the next step in the process and includes updates from community feedback, further development of graphics and illustrations, and refinement from City departmental feedback.

“We are excited to present the final draft of the Kirkpatrick Heights-Greenwood Master Plan for public review and comment,” said Jonathan Butler, Senior Vice President of Community Development for PartnerTulsa. “This Plan would not have been possible without extensive collaboration with a wonderful Leadership Committee, the passionate engagement of hundreds of community members and residents, the diligent work of City of Tulsa and PartnerTulsa staff members, the foresight of Mayor Bynum, and a great consulting team and local engagement partner. I’m honored to be associated with a transformational project like this, a project that will be catalytic for this community and help ensure economic growth, mobility, and vitality to a proud, historic community.”

The final public review will be open from October 17 through October 31, which can be conducted online at: https://planitulsa.konveio.com/kirkpatrick-heights-greenwood-master-plan.

Public comments received during this period will be compiled and transmitted to the Tulsa Metropolitan Area Planning Commission (TMAPC) and Tulsa City Council when the Master Plan is considered for review and approval. The Master Plan is expected to be reviewed by TMAPC on November 16, 2022, with the plan to go before the Tulsa City Council following that process.
