As PartnerTulsa and the Tulsa Development Authority seek to transform Tulsa’s landscape for equitable opportunities through the development and management of land and assets, we welcome the opportunity to work with developers and organizations in making a difference in Tulsa’s local neighborhoods.

Request for Proposals: Kirkpatrick Heights/Greenwood Master Plan (KHGMP)

The Tulsa Development Authority (TDA), in partnership with the Greenwood Legacy Corporation (GLC), is issuing three Requests for Proposals (RFPs) as part of the ongoing Kirkpatrick Heights/Greenwood Master Plan (KHGMP)—a community-led effort to create a transformative vision and development framework for 56 acres of publicly owned land in North Tulsa’s Kirkpatrick Heights and Greenwood neighborhoods.

Each RFP is designed to support a critical component of the master planning process and advance the shared vision for equitable and sustainable redevelopment:

  • Responses To Submitted Questions
  • Community Engagement Consulting Services: TDA seeks a consultant to lead meaningful community engagement throughout the KHGMP process. The selected firm will work closely with stakeholders to gather input on community needs, development priorities and desired outcomes, ensuring the plan reflects the voices and values of those who live, work and invest in the area.
  • Technical Assistance Consulting Services: TDA is seeking a consultant to provide technical assistance to both TDA and GLC to strengthen organizational capacity around land development activities. The scope includes advising on governance, process design, implementation strategies and organizational readiness in alignment with the goals of the KHGMP.
  • Use Case Analysis and Financial Advisory Services: TDA is requesting proposals for financial advisory services to support the launch of a Putting Assets to Work asset management strategy. This includes evaluating existing assets, identifying opportunities to convert them into enhanced assets and preparing for investment through tools such as public-private partnerships, TIFIA financing and asset concession models.

PartnerTulsa – Just Home Project Evaluation

  • Request for Proposals for Just Home Project Evaluation: PartnerTulsa invites interested parties to submit proposals for an evaluation of the Just Home demonstration project. This initiative seeks to interrupt the cycle of individuals transitioning between incarceration and homelessness by providing housing and support services.
