$2 Million Approved to Support Creation of Community Development Corporation, Implementation of Kirkpatrick Heights-Greenwood Master Plan
Today, the Tulsa Development Authority (TDA) approved $2 million in funding from the City of Tulsa to assist in the creation of a community development corporation as work continues to implement the community-led Kirkpatrick Heights-Greenwood Master Plan (KHGMP).
A nine-member community Advisory Committee was selected earlier this year, and PartnerTulsa, the City’s economic development entity, will work on behalf of TDA to create the legal framework, structures and organization of a 501(c)(3) Community Development Corporation (CDC) to steward the land in the Kirkpatrick Heights and Greenwood areas of North Tulsa.
“The City of Tulsa is committed to advancing the implementation of the Kirkpatrick Heights Greenwood Master Plan, and we’re putting our money where our mouth is,” Mayor G.T. Bynum said. “We want to ensure that the Community Development Corporation Advisory Committee and eventual CDC board have the tools they need to make this model of community governance successful.”
PartnerTulsa will facilitate a process that allows the CDC to secure resources to facilitate its long-term sustainability. The funds will be transferred from the City to TDA and held in a dedicated account, with all interest earnings accruing to that account.
“This commitment ensures a reliable funding source for establishing and launching the CDC, moving it from incubation to independence. In addition to these funds, PartnerTulsa has allocated $150,000 in its fiscal year 2025 budget to support implementation and launch of the CDC to support the long term development of Kirkpatrick Heights-Greenwood Master Plan,” said Jonathan Butler, Senior Vice President of Community Development for Partner Tulsa.
PartnerTulsa will work with the Advisory Committee to ensure community-led input on fund allocation and next steps, including:
- Facilitating the Advisory Committee’s efforts in forming the CDC.
- Seeking grants and funding, along with technical advisory assistance, to support the KHGMP, CDC formation and property development.
- Providing staffing and operational services to transition the CDC from incubation to independence.
